Accreditation happens before an account exists. A volunteer at the testing point drafts the alert; a designated lead releases it. Two people, every time.

Alerts are built from fixed fields—never prose or static graphics. Every advisory works natively with screen readers, braille displays, and 20+ languages, with severity carried by explicit text tokens, never color alone.

Festival cell networks saturate exactly when alerts matter most. The app opens instantly with last-known alerts, shows when it last synced, and catches up on the thinnest sliver of signal. Alerts arrive inside the push itself — readable even when nothing else loads.

Nobody is tracked
Matching happens on the device — the phone works out whether it's inside an alert area. Nothing is transmitted, nothing is logged, nothing can be subpoenaed. That's the architecture, not a setting.
